Ryan has been deputy administrator of the Alcohol & Tobacco Tax & Trade Bureau since 2010. She led the transformation of the Bureau’s strategic management framework, improved TTB’s oversight over its tax and permit processing functions, spearheaded the implementation of analytics at TTB, and oversaw the creation of an office dedicated to improving TTB’s communications and outreach efforts.
Riordan has been serving as assistant administrator for headquarters operations.
The acting appointments follow the death of TTB’s second administer, John Manfreda, in late May.
