Court Slaps PLCB on Special Orders Shipped Direct to Retailers

The Pennsylvania Liquor Control Board must allow special orders to be shipped directly to retailers instead of sending them to state stores for pickup.

A 2016 law permits direct shipping of all wines and spirits not sold in the PLCB State Stores, but the agency has been requiring retailers and restaurants to get their orders at stores that have been closed or operating on a limited basis because of the Covid-19 pandemic. The Commonwealth Court ruling says PLCB can’t ignore that law.
