The audit by Utah’s State Auditor said the Utah Department of Alcoholic Beverage Control flubbed the implementation of a new enterprise-wide computing system. The result: Millions of dollars that weren’t reported into the state’s general accounting system.
The main problem: Utah ABC turned on the new accounting system before it completed end-to-end testing. At the same time, it turned off the old system.
Another significant error: It didn’t close the accounting system and reconcile its books to the state’s general ledger at the end of each month.
The state auditor said the ABC’s six-person finance division staff had limited accounting expertise at either the retail or governmental level and limited opportunities for professional education development.
